BID NO 17/2022: PROPOSAL AND BID FOR REMOVAL OF ALIEN VEGETATION, INSTALLATION OF SPRINKLER IRRIGATION AND ESTABLISHMENT OF LUCERNE

GENERAL REQUIREMENTS
The works, as described, are part of the Agriculture and Land Reform programme of the Department of Agriculture Western Cape for the Kannaland. The farm is situated in Ladismith (WC).
The scope of the works comprises of the bidder submitting a proposal and bid on the best economical and acceptable method to remove all unwanted biomass material, supply and installation of sprinkler irrigation and establishment of lucerne pasture. The work involves alien clearing on the farms named Elku Enterprises Farm, Western Cape over an area of 3.5 hectares respectively. The biomass material comprises of dry logs, live growing trees and broken trees.
The proposal must include methodology for the removal of said biomass, establishment of lucerne pasture and a design of the sprinkler irrigation system. The bidder must take into account environmental laws, regulations and sensitivity of the area with regard to the bidders proposed methodology and will therefore be a functional requirement in the award of this bid. The proposal must have a timeline, itemised, and cost in CBD 3.1. Further functional requirements are the capacity to perform the work in said time and references of past and similar work.
- The bidder must provide labour, tools, transport and material to do the removal, installation and repair works required.
- Casidra reserves the right to accept parts of the bid items or split bids based upon item prices and proposals.
Due to the urgency of the items, the successful bidder must have the capacity to start immediately after appointment and complete the works within 90 (ninety) calendar days.
Conditions that may pose a risk: (Summary of Risk analysis)

- Staff can slip over- and into excavations;
- Exposure to elements (sun, cold and dusty conditions);
- Injuries due to the wrong usage of tools;
- COVID-19 precautions should be adhered
- Back injuries due to lifting heavy objects and digging trenches.
- Contractor must be experienced and knowledgeable for the task and must put all necessary precautions in place to work safely under the above conditions.
The scope of works will include:
- Vegetation clearing of 3.5ha as per CBD 4
- Design and installation of in-field sprinkler irrigation system on 3.5ha as per CBD 4
- Lucerne pasture establishment on 3.5ha as per CDB 4
The bidder must account for other material that may be necessary for the complete the work as prescribed in the request for proposal.
A detailed risk management plan and Occupational Health & Safety specification must be provided (compulsory).

- Bank Entity Form (Form CBD 7), unless the banking details of the company indicate “verified” on the Central Supplier Database (CSD).
- Registration on the CSD for all suppliers is compulsory and registration numbers must be supplied.

In accordance with Casidra’s Preferential Procurement Policy, this bid as further indicated in CBD 5.1 is subject to:
- a functionality compliance test;
- B-BBEE certified bids will receive preferential scores;
- Local production and content : This bid include goods from a designated sector Valves, actuators, taps & stop cocks and Pumps and electrical medium voltage motors and only locally produced goods, services or works, or locally manufactured goods with a stipulated minimum threshold for local production and content will be considered. SBD 6.2 and Annex C, D and E documentation apply and SBD 6.2 and Annexure C must be completed and handed in with this bid.

Bids must be submitted in a sealed envelope with the name of the bidder and the inscription “2022/17: LADISMITH: PROPOSAL AND BID FOR REMOVAL OF ALIEN VEGETATION, INSTALLATION OF SPRINKLER IRRIGATION AND ESTABLISHMENT OF LUCERNE FOR 3.5HA” and placed in the bid box available at Reception of Casidra’s Regional Office, Bateleur Park, Suite 107, 133 Cradock Street, George, 6529. No faxed, counter-to-counter courier, email or posted bids will be accepted.
