GENERAL REQUIREMENTS
This evaluation study will focus only on agricultural land reform projects that have been supported by the WCDOA since 2019 and this performance evaluation seeks to answer the following questions regarding the success of the programme:
- Do the financial position and records of the land reform projects indicate a sustainable financial position?
- What are the nature and extent of re-investment taking place into the business?
- Do these projects comply with statutory requirements such as Labour and Tax legislation?
- Has the projects developed secure markets for the produce and are they maintaining these markets?
- Has the socio-economic position of beneficiaries improved since they became participants in the project?
- Are the projects environmentally sustainable?
In order to ensure that the report is comparable to the 2013 and 2018 evaluations, these questions are broadly linked to 39 Indicators used during those evaluations. Although more indicators may be included, these 39 indicators must be addressed as listed in CPBD 4 Scope of Works.

It is expected that the service provider must provide the following deliverables:
- Inception report: An inception report will be produced including a revised research plan, research design, detailed methodology and outline of the structure of the content of the final
- Regular (monthly) progress reports of approximately one to two (2) pages. Progress reports should indicate progress, obstacles encountered as well as strategies to surmount
- Literature This should follow the inception report.
- 1st Draft report. This report must be in the 1/3/25 format and the literature review must be attached to this report.
- 2nd draft report as revised to the comments /feedback received from the internal
- Final report: This report must be a strategy document in the 1/3/25 format, and the literature review, as well as any other relevant information, may be attached as annexures. This final strategy document report will be in a format and layout prescribed by the Department and must be print-ready. The document must be provided in electronic format (both word and pdf).
- All datasets, metadata, minutes of discussions and other documentation will be provided to the Department in electronic (MS Office) and hardcopy format as
- A PowerPoint presentation of the results in the prescribed
In accordance with Casidra’s Preferential Procurement Policy, this bid as further indicated in CBD 5.1 is subject to:
- a functionality compliance test;
- B-BBEE certified bids will receive preferential scores;
A compulsory site meeting will be held on Wednesday; 07 June 2023 at 14h00 at 22 Louws Avenue, Southern-Paarl. Notice of attendance must be forwarded to tender@casidra.co.za by no later than Monday; 05 June 2023 strictly at 14h00 with the subject “BID 4/2023 RSVP”.
BID DEADLINE: The closing date for the bid is 19 June 2023 strictly at 12H00.
SUBMISSION OF BIDS:
Bids must be submitted in a sealed envelope with the name of the bidder and the inscription: “BID NO: 4/2023: UTA: EVALUATION OF LAND REFORM PROJECTS SUPPORTED BY WESTERN CAPE DEPARTMENT” and placed in the bid box available in the reception area of Casidra’s Head Office; 22 Louws Avenue, Southern-Paarl.
No late, faxed, emailed, counter-to-counter courier or posted bids will be accepted.
