CALL FOR PROPOSALS: HOUSEHOLD FOOD SECURITY PROGRAMME: SERVICE PROVIDERS REQUIRED FOR THE IMPLEMENTATION OF THE EMERGENCY HOUSEHOLD STARTER KIT WITHIN SIX DISTRICTS OF THE WESTERN CAPE PROVINCE: CAPE METROPOLE (1200); CAPE WINELANDS (400); CENTRAL KAROO (250); EDEN – GARDEN ROUTE & LITTLE KAROO (500); OVERBERG (350) AND WEST COAST – NORTH WEST COAST & SWARTLAND (500)
The South African Constitution Act 108 of 1996, i.e. Chapter 2, Section 27 (1) b, asserts that everyone has the right to have access to sufficient food and water and that the State must take reasonable legislative and other measures within its available resources to achieve realization of these rights.
In order to comply with legislation, the Western Cape Department of Agriculture has identified the implementation of the Emergency Household Starter Kit as one of its core objectives to ensure that the beneficiaries have the basic capacity and means to produce their own food, through the provision of agricultural inputs and agricultural support services for capacity building. This project will be managed and implemented by Casidra (Pty) Ltd on behalf of the Western Cape Department of Agriculture.
REQUIREMENTS: For the purpose of this project, the successful bidders will, among others, be responsible for:
- Implementation, training and aftercare of household backyard gardens in pre-identified areas, in the three districts;
- Identification of beneficiaries
- Filling in of the profiling forms.
- Training of beneficiaries in vegetable and seedling production (Demonstration).
- Implementation of gardens.
The implementation of these emergency starter kits (Vegetable & chicken production) form part of the “One Home One Garden” initiatives by the Western Cape Department of Agriculture and will include 6 districts within the Western Cape, namely Cape Metropole, Cape Winelands, Central Karoo, Eden (Garden Route & Little Karoo), Overberg and West Coast (North West Coast & Swartland). The term of this involvement will be for three months. The implementation will be quarterly based including evaluation.
Applicants should have suitable and relevant experience of implementing household food security initiatives (Vegetable gardens and chicken production support) in the agricultural environment, proven experience in agriculture practices and working with vulnerable communities is required.
Applicants are required to attend a compulsory briefing session on Tuesday, 13 September 2022 (previously Friday, 16 September 2022) at 10h00 at 22 Louws Street, Southern Paarl, 7646. In accordance with Casidra’s Preferential Procurement Policy, HDI candidates will be given preference.
DEADLINE: The closing date for the submission of proposals is 20 September 2022 strictly at 12H00.
