RFQ: ENVIRONMENTAL CONTROL OFFICER FOR REHABILITATION ON HOLSLOOT, RAWSONVILLE (RE-INVITE)

GENERAL REQUIREMENTS

A service provider with proven knowledge and expertise as an environmental control officer is required to supervise rehabilitation work, during and post rehabilitation.

It needs to be noted that this rehabilitation work is done under instruction from DEA&DP, and thus needs to start implementation by end of July 2022. The procurement of the rehabilitation team is not the prerogative of the prospective bidder, only the monitoring the rehabilitation will be part of the scope of works.

Conditions that may pose a risk: (Summary of Risk analysis)

The contractor is to put all the necessary precautions in place to work on a completed construction site.

The scope of works will include:

1. Supervising rehabilitation work, during and post rehabilitation and ensuring that such work is in line with the approved rehabilitation plan, as well as the Compliance Notice issued by DEA&DP.
2. A status quo report 30 calendar days after rehabilitation is complete.
3. A Final Audit report 3 months after date of completion of rehabilitation.
4. Three additional Audit reports on 6 months, 9 months and 12 months after rehabilitation.
5. Further monitoring for a period of three years (3 growing seasons).

Documents for the purpose of this request for quotation include:

1. Price Form, Bill of Quantities and Schedules (Form CPBD 3.1 (Measured))
2. Scope of Works (Form CPBD 4)
3. PPP Evaluation Form (Form CPBD 5.1 (80/20))
4. Registration on the CSD for all suppliers is compulsory and registration numbers must be supplied.
5. Approved Rehabilitation Plan for Holsloot.
6. Botanical Assessment for Holsloot
7. Compliance Notice Issued by DEA&DP

 In accordance with Casidra’s Preferential Procurement Policy, this bid as further indicated in CPBD 5.1 is subject to:

• a functionality compliance test;
• B-BBEE certified bids will receive preferential scores;

The successful bidder will be required to fill in and sign a written Contract Form (CBD 8). Included are a penalty clause of R 500/calendar day that apply for late completion of works and a 10% retention fee for 3 months not bearing interest.

BID DEADLINE:  The closing date for the bid is 08 July 2022 strictly at 12H00.

 RFQ documents must only be e-mailed, and the process below must be followed:

• Bids to be e-mailed in PDF format.
• Bids to be e-mailed to the following e-mail address: mpienaar@casidra.co.za
• Bidders to note that the maximum size of our mailbox is 6 MB.
• Casidra will not be responsible for bidder’s internet connection, problems with e-mails, etc.
• This bid has a specific closing date and time. Any submissions that reach our mailbox after this time will be considered as late, regardless of the time it was sent. Therefore, please submit bids timeously.
• Bids must be e-mailed with the following heading: “RFQ: ENVIRONMENTAL CONTROL OFFICER FOR REHABILITATION ON HOLSLOOT, RAWSONVILLE (RE-INVITE)”.

 No faxed, counter-to-counter or posted bids will be accepted.
