The Land Reform Unit (LREAD), situated in Casidra, has a mandate to support and promote private sector land transactions which will contribute towards transformation of land ownership in the Western Cape. The LREAD has been approached by a client to provide technical assistance with a due diligence study in a commercial wine and tourism entity in order to support the LREAD’s client in negotiations towards a competitive Offer to Purchase.

The farm in question is located in Villiersdorp, Overberg District of the Western Cape. The farm is being sold as a going concern. It is 300ha in extent with 13ha in production and a further 30ha which can be developed. It is not known whether this additional development land has environmental authorisation or not. The 13ha in production is composed of Plums, Apricots, Pears, and Apples.

The scope of works is described on document CPBD 4 and will include the following outputs:

  • A Draft business plan for the farm and managing entity with special focus on the following:
  1. Conduct a complete due diligence on the full farm including biological assets
  2. Special focus will be placed on the financial viability of the farm with projections for the next 10 years
    • In addition to the above, the viability of the current biological assets must be included
    • The normal aspects of a business must be included in the report. i.e. business composition; financial plan; human resource plan; production plan; sales plan etc.
    • The assessment must conform to the requirements for blended finance by Land Bank
    • A separate excel sheet with the 10 year projects must be submitted with the report

Educational Requirements:

At least a 4 year degree in Agricultural Economics or Agribusiness.

Documents for the purpose of this bid include:

  2. Price Form, Bill of Quantities and Schedules (Form CBD 3.1 (Lump Sum/Measured))
  3. Scope of Works (Form CBD 4)
  4. PPP Evaluation Form (Form CBD 5.1 (80/20)
  5. Bank Entity Form (Form CBD 7), unless the banking details of the company indicate “verified” on the Central Supplier Database (CSD).
  6. Registration on the CSD for all suppliers is compulsory and registration numbers must be supplied.

In accordance with Casidra’s Preferential Procurement Policy, this bid as further indicated in CBD 5.1 is subject to:

  • B-BBEE certified bids will receive preferential scores.

The successful bidder will be required to fill in and sign a written Contract Form (CBD 8).

RFQ DEADLINE:  The closing date for the request for quote is 20 January 2023 strictly at 12H00.
