RFQ: GARDEN ROUTE MUNICIPALITY : INSTALLATION OF 42 RAINWATER HARVESTING SYSTEMS WITH 2 500L WATER TANKS

GENERAL REQUIREMENTS

The works, as described, are part of the Agriculture and Land Reform programme of the Department of Agriculture Western Cape for the Garden Route District. The quoted amount will be a bid and must include Labour, Tools and Transport. The sites are situated at Hessequa municipality, Mossel bay municipality, George municipality and Bitou municipality in the Western Cape Province. The successful bidder must have the capacity to install the water tanks within 30 (Thirty) calendar days after appointment.

A water harvesting system must be installed connecting the gutters to the water tanks and the bidder must provide the labour, transport and tools to do the construction required. Casidra will only pay for work done by the constructor, no upfront payments will be processed.

Please note:

Once-off payment will only be done when the job is 100% complete in all the sites. 

Tanks and material will be stored at one site for each municipality.

Total price must include delivery of all the water tanks, all the material and installation / labour of all the Water tanks for all the municipalities.

There will be no seperate payment for delivery of the tanks and material, please include  your collection and delivery cost of material and water tanks to the total amount on cbd 3.1. lump sum.

TANKS AND MATERIAL WILL BE STORED AT FOLLOWING LOCATIONS:

  1. George Municipality Material will be stored at George,
  2. Bitou Municipality Material will be stored at Karatara,
  3. Mossel Bay Municipality Material will be stored at Friemersheim,
  4. Hessequa Municipality Material will be stored at Heidelberg.

Successful Bidder MUST be able to start within seven days after receiving the order.

Conditions that may pose a risk: (Summary of Risk analysis)

  • Exposure to elements (sun, cold and dusty conditions);
  • Injuries due to the wrong usage of tools and PPE;
  • Back injuries due to lifting heavy objects and digging trenches.
  • Due to work requiring climbing of ladder, will height also pose risk
  • Attack by domestic animals.

The Contractor must put all necessary precautions in place to work under these conditions and prepare the site with the correct falls.

The scope of works will include:

  1. Collection of water tanks and material at above mentioned area.
  2. Installation of rainwater harvesting systems for 42 households as per CBD 4,

Documents for the purpose of this bid include:

  1. Conditions to Submit Bid (Form CBD 1)
  2. Price Form, Bill of Quantities and Schedules (Form CBD 3.1 (Measured)
  3. Scope of Works (Form CBD 4)
  4. PPP Evaluation Form (Form CBD 5.1 (80/20)
  5. Bank Entity Form (Form CBD 7), unless the banking details of the company indicate “verified” on the Central Supplier Database (CSD).
  6. Registration on the CSD for all suppliers is compulsory and registration numbers must be supplied.

In accordance with Casidra’s Preferential Procurement Policy, this bid as further indicated in CBD 5.1is subject to:

  • a functionality compliance test;
  • B-BBEE certified bids will receive preferential scores;

RFQ DEADLINE:  The closing date for the request for quote is 18 August 2022 strictly at 12H00.

SUBMISSION OF RFQ

Bids must be submitted in a sealed envelope with the name of the bidder and the inscription “RFQ: GARDEN ROUTE MUNICIPALITY : INSTALLATION OF 2 500 LITER WATER TANKS 2022and placed in the bid box available at Reception of Casidra’s Regional Office, Bateleur Park, Suite 107, 133 Cradock Street, George. No faxed, emailed, counter-to-counter courier or posted bids will be accepted.

The following documents (including fully completed and signed CBD forms numbered 1 to 7 as supplied) must be valid for a period of 60 calendar days after closure of the bid and submitted as a bid packet:
