General Requirements:

The Western Cape Department of Agriculture needs a service provider to examine current ownership structures for projects that were funded through the Comprehensive Agriculture Support Programme (CASP) and review each project in terms of the AgriBEE sector charter and the Revised AgriBEE sector codes. This is to clarify whether the ownership structures comply with the rules and regulations as set out in those charters, and whether they also are compliant to CASP funding Terms of Reference. The successful service providers will be appointed for a period of three years but the applicable rates will be reviewed after the first year and may be adjusted accordingly.

The levels of actual economic empowerment in share schemes and Trusts have come under scrutiny. As a result, actual economic empowerment that results in economic benefits ensuing from such arrangements need to be established as that will represent the percentage of contribution towards that project from CASP/Ilima funds.

The Service Provider should be able to:

* Describe the context of BEE and rationale of the codes of Agri BEE sector codes, evaluation principles of the various scorecards, common and statutory laws and codes, and B-BBEE policies.

* Demonstrate the measurement of control, employment equity and evaluation of an entity on the scorecards, the primary principles of B-BBEE strategy, and an employment equity audit.

* Explain the measurement of ownership, evaluation of an entity on the scorecard, direct and indirect ownership, equity equivalents, the King III Code on corporate governance, and risk management.

General Requirements:

The main aim of this process is to create a database of professionals to provide efficient business development services to Casidra to enable business growth by means of securing new projects and funding for development within the Western Cape Province.

This document therefore, serves as a call for expression of interest by professional firms, associations, experienced business mentors and coaches, to register on the database to provide business development services to Casidra. The services will be offered with a view to facilitate economic growth in the Western Cape and ensure additional income for Casidra. This is to enable the building of sustainable enterprises that will create jobs.

It is recommended that only suitably qualified and experienced service providers with at least ten (10) years practical experience in their field of expertise must apply. The applicants registering on the database are required to assist Casidra to secure projects and funding in the Western Cape Province in line with its mandate: - Agricultural and Economic Development within a Rural and Land Reform Context, with special focus on the following areas:

* Renewable Energy
* Agro-Processing
* Aquaculture
* Agricultural Development
* Food Security
* Local Economic and Business Development
* Job Creation Initiatives
* Sustainable Water Management Projects
* Training
* Agri-Hub

The Expressions of Interest shall be submitted on or before the Deadline by means of upload to the Casidra RFQ/Tender portal.  No email or hard copy documents will be accepted.

The Deadline for the submission of Expressions of Interest is 11 July 2025 at 12:00 (midday).

The Expressions of Interest shall indicate the reference number of the Call (Call for EOI - CAS004-EOI) and the name of the Applicant and shall be uploaded to the RFQ/Tender portal, where this document was downloaded from

The Applicants may withdraw their Expression of Interest at any stage of the Selection process, by sending an email or a letter to the email address at the end of the document.

The works, as described,

The Suurbraak Community Property Association (CPA) is not yet a legal entity. However, there are farmers utilising land for farming purposes whose lease agreements have lapsed. Some of the land has been allocated to non-community members in the process of not having a legal entity responsible for the administration of the community land. In order for the farmers to obtain funding for e.g. planting grain, the farmers need a valid lease agreement. Without this access to planting loans, the farmers cannot plant as it is an expensive undertaking beyond the current affordability of the farmers.

On the other hand, there is a community who see an opportunity to make money through farming. They advocate for an opportunity. So, on the one side is proven, experienced farmers who has got the equipment to farm while on the other side there is community members with no equipment or experience who sees an opportunity. This cause productive land to lie vacant and underutilised or not utilised at all.

The Western Cape Department of Agriculture (PDoA) requires the services of a suitably qualified service provider to facilitate an agricultural utilisation plan/policy for the Suurbraak commonage.

The service provider should submit a detailed proposal which includes:
