The Western Cape Department of Agriculture needs a service provider to examine current ownership structures for projects that were funded through the Comprehensive Agriculture Support Programme (CASP) and review each project in terms of the AgriBEE sector charter and the Revised AgriBEE sector codes. This is to clarify whether the ownership structures comply with the rules and regulations as set out in those charters, and whether they also are compliant to CASP funding Terms of Reference. The successful service providers will be appointed for a period of three years but the applicable rates will be reviewed after the first year and may be adjusted accordingly.

The levels of actual economic empowerment in share schemes and Trusts have come under scrutiny. As a result, actual economic empowerment that results in economic benefits ensuing from such arrangements need to be established as that will represent the percentage of contribution towards that project from CASP/Ilima funds.

The Service Provider should be able to:

* Describe the context of BEE and rationale of the codes of Agri BEE sector codes, evaluation principles of the various scorecards, common and statutory laws and codes, and B-BBEE policies.

* Demonstrate the measurement of control, employment equity and evaluation of an entity on the scorecards, the primary principles of B-BBEE strategy, and an employment equity audit.

* Explain the measurement of ownership, evaluation of an entity on the scorecard, direct and indirect ownership, equity equivalents, the King III Code on corporate governance, and risk management.

The works as described is located on the farm Caledonia, located approximately 7km North West of the Town of Hopefield West Coast Distrct. Scope entails the installation and commissioning of a 7km waterpipe and stock for farming usage.

A service provider is required to plan, coordinate, and execute Business to Business (B2B) meetings designed to facilitate business connections between Western Cape Exporters and buyers/importers/distributors (of food and beverages) in Ghana, respectively. The meeting aims to foster new business opportunities, negotiate potential deals and build relationships.

The project is situated, in Mossel Bay at the Mountain view housing development, C/O Gunter Street and Bill Geffery Avenue. The quoted amount will be a lump sum bid and must include supply, delivered and installation.  The successful bidder must have the capacity to start work within Seven (7) days after appointment and complete works within 30 (thirty) calendar days.

The works, as described, are part of the Agriculture and Land Reform programme for the Wineland district, farm Le Fut Vineyard, situated approximately 7 km out of Paarl Town. GPS coordinates -33.746042, 19.010580. The quoted amount will be a lump sum bid and must include supply of all necessary tools, machinery (including diesel cost), labour and equipment. The successful bidder must have the capacity to start the works within 7 (seven) days of appointment.

HORTICULTURAL MAINTENANCE OF CASIDRA GROUNDS

The works requires the construction of a cold store with holding capacity of 640 bins and served by an air cooled refrigeration system. The quoted amount will be a lump bid and must include labour, material and machinery. The successful bidder must have the capacity to start the works within 7 (seven) days of appointment

The services will be offered with a view to facilitate economic growth in the Western Cape and ensure additional income for Casidra. This is to enable the building of sustainable enterprises that will create jobs.

It is recommended that only suitably qualified and experienced service providers with at least ten (10) years practical experience in their field of expertise must apply. Casidra is seeking a service provider to supply Business Development Services, to drive market expansion, strengthen the organisation’s existing business network, and identify new and diversified funding or income sources to ensure long-term sustainability, for a 1 (one) year period.

The works must be completed within a 4-month (definition as defined further) contract period. The scope of construction works to be monitored entails the repair of the embankment plus enlargement of the spillway after recent flood damage of the existing Morgenwaght Dam located on the Remainder of the farm Klein Morgenwaght 882, Malmesbury District as a straight aligned earthfill embankment including related sub-structures with regard to the spillway and outlet works.

The Suurbraak Community Property Association (CPA) is not yet a legal entity. However, there are farmers utilising land for farming purposes whose lease agreements have lapsed. Some of the land has been allocated to non-community members in the process of not having a legal entity responsible for the administration of the community land. In order for the farmers to obtain funding for e.g. planting grain, the farmers need a valid lease agreement. Without this access to planting loans, the farmers cannot plant as it is an expensive undertaking beyond the current affordability of the farmers.

On the other hand, there is a community who see an opportunity to make money through farming. They advocate for an opportunity. So, on the one side is proven, experienced farmers who has got the equipment to farm while on the other side there is community members with no equipment or experience who sees an opportunity. This cause productive land to lie vacant and underutilised or not utilised at all.

The Western Cape Department of Agriculture (PDoA) requires the services of a suitably qualified service provider to facilitate an agricultural utilisation plan/policy for the Suurbraak commonage.

The Hottentots-Holland Nature Reserve, the entrance to the nature reserve is at Nuweberg, in Viljoen’s Pass between Grabouw and Villiersdorp, Western Cape. The works must be completed within a 4 month (definition as defined further) contract period.

The scope of construction works to be monitored entails the construction of a steel footbridge with timber decking and concrete reinforced pier foundations spanning over the Palmiet River on the footprint of the previous bridge which had washed away by past floods.

The works, as described, are part of Cape Nature on the below project: – NUWEBERG FOOTBRIDGE
